OnThe Cycling On Footways Study In Tampines TownFrom 27 May 2007 To 30 May 2008Jointly Issued By Tripartite Committee Of LTA, TP & Tampines GROs
Land Transport Authority (LTA), Traffic Police (TP) and the Tampines Grassroots Organisations (GROs) will be conducting a study in the Tampines Town to assess the feasibility of allowing cycling on footways with effect from 27 May 2007. The study will last for one year and end on 30 May 2008. The official launch of this trial will be on 27 May 2007, in conjunction with the Tampines Town Day.
Currently, under Rule 28 of the Road Traffic Rules, enacted in 1981, cycling on footways is prohibited. Like any other vehicles, bicycles are to be ridden on the roads and cyclists are required to abide by all relevant traffic rules and regulations.
LTA, TP and Tampines GROs recognise that societal values and lifestyle norms have changed over time. It has been observed that cycling has become increasingly prevalent, both as a recreational activity as well as a mode of transport for short journeys to the markets, school, MRT stations and workplaces located in the neighbourhood.
During the Committee of Supply debates in 2005, Senior Minister of State for Law & Home Affairs, A/P Ho Peng Kee, in response to a parliamentary question by Tampines MP Ms Irene Ng, said that the issue of whether or not cycling on footways should be allowed would be reviewed. Tampines GRC was identified as a good area for this study as it is a compact town with a large cycling population, and has well-used park connectors. A Tripartite Committee, co-chaired by LTA, TP and Tampines GROs, was therefore set up to study the feasibility of allowing cycling on footways while ensuring that the safety of other footway users is not compromised.
The Tripartite Committee recognizes that road safety requires a collective approach involving all key stakeholders who represent the common interests and concerns of the various road user groups. Therefore, as part of the review, dialogue sessions with the grassroots from the Tampines Constituency, Tampines Town Council, National Safety Council of Singapore (NSCS), Singapore Action Group for the Elders (SAGE), Singapore Amateur Cycling Association (SACA) and Safe Cycling Task Force (SCTF) were conducted to solicit feedback on their concerns. A set of guidelines on safe riding on footways was developed in consultation with them.
The study will provide the opportunity for communities with differing demands and needs to come together and work out a mutually beneficial solution in sharing limited common space. In addition, the study will help the Committee understand if Singaporeans are generally ready to share the footways. A survey on the perception and attitudes of the residents in Tampines Town will be carried out.
The study will be launched on 27 May 2007 in conjunction with the Tampines Town Day, and conducted over a period of one year. During this period, cycling would be allowed on all footways in Tampines but not in other towns. To protect the safety of pedestrians, cyclists would be required to give way to pedestrians, as well as dismount and push their bicycles at places where human traffic would be high. For their own safety, cyclists are also required to dismount and push their bicycles when crossing a road. Parking of bicycles will remain prohibited on footways.
Pedestrians will also be urged to share footways with cyclists and to show mutual consideration.
About two weeks before the study, the Tripartite Committee will start conducting a series of public education programmes to increase awareness and promote safe riding on the footways. This will include the dissemination of safe riding guidelines to the residents of Tampines through the various educational outreach channels (e.g., community events) and publicity efforts.
In addition, the Tripartite Committee has worked closely with Changi Neighbourhood Police Centre (NPC), Tampines NPC, grassroots from Tampines Constituency and SACA to recruit volunteers as cycling wardens under a Community Safety and Security Programme (CSSP). The cycling wardens will be deployed along the footways in Tampines to educate and advise pedestrians and cyclists to share the footways in a safe and gracious manner.
In land-scarce Singapore, the majority of footways are narrow. Sharing of footways between pedestrians and cyclists will require both groups of users to exercise social graciousness and responsibility, with cyclists giving the right of way to pedestrians. Cyclists should cycle slowly on the footways and those who wish to cycle faster should be on the roads.
Cyclists who wish to cycle on the footways during the study period are advised to adhere to the safe riding guidelines. Police will continue to take action against cyclists who ride recklessly, or in a disorderly manner that endangers other footway users.

PIMPGARAGE ain't comin after all guys.
Sad news bros, the much-awaited (among us anyway) opening of the PimpGarage showroom at ECP ain't happening after all. Word is the initial response to their bikes has been less than lukewarm, so it's no longer financially viable to continue.
It's a damn shame though, coz with the Integrated Resorts opening up, the beaches of Singapore (Sentosa, Pasir Ris, et all) being developed and the general approval of the public towards chopper bikes (as shown in the recent Heartland Getaways episode), it's quite clear the scene is becoming more vibrant and suited to such a business venture. Their opening would have jumpstarted the phat-tire revolution.
Still we hope they'll reconsider one day, and we also other custom bike companies will set up shop here, cos CnCSg and other chopper groups here will still go on strong. It's our passion, as simple as that. In the meantime, guess we gotta go back to ordering hard-to-get parts online. But wait, PimpGarage will be holding a warehouse sale tomorrow (8th Dec Saturday) to clear the stocks (frames, spinner wheels, billet wheels, accessories like grips n mirrors) they brought in. Heartland Getaways filming Sat 13 Oct 2007
Dear all,
The details are confirmed. We will have a filming for Heartland Getaways featuring us and the Pasir Ris estate this Saturday, 13 Oct 2007, from 11am to 1:30pm. Here's the briefing:
1) We will meet at 10:30am at Pasir Ris East CC bicycle shop to prep our rides.
2) Please wear something presentable as we will all be appearing on TV. If you have the CNCSG T-shirt, please wear it, otherwise, something cool and comfortable will do. Nothing crude written on your T-shirts though.
3) Shoes are a must. No sandals, slippers.
4) Helmets are highly advisable though we will probably be on the pavement most of the time.
5) Weather is hot so do have a cap or bandana to protect your head from the sun. Sunshades are highly advisable. Bring a bottle of water to keep yourself hydrated.
6) Check your rides before the shoot. Make sure tyres are firm, enough air, not leaking. Polish up your ride if you want. This is the chance to make the ride shine on media! Check your lights (though we won't be using them) and your brake pads. Oil your chain and gears for a smooth cruise. If you need anything, you can get them from the bike shop that we are meeting at. Bring along your tools if you need a quick fix in the middle of the cruise.
7) While filming, smoking is a NO, sad to say, as we are on TV and we won't want to advocate smoking. If you do need to smoke, do so during the breaks when we are not filming.
This will be unlike our normal cruise. There will be NGs, retakes, etc so let's cooperate with the producers and filming crew. Below is the suggested route that I have given them. It may change based on the actual day filming, any changes to the script and also the time that we have. In any case, let's enjoy the session and ride!
Route of the day
1) We will start from the Pasir Ris East Community Centres bicycle shop as the main meeting up point. Most of the time we start off with a bike shop to do a routine check on our equipment and bikes before a briefing on the route we will be taking, some topping up of food and drinks at the cafe and also for some members to purchase whatever additional accessories they need.
2) We will head down Drive 1 towards Pasir Ris Town Park and enter into the bicycle track Edwin had mentioned around Block 410 and cross into the Town Park for a few spins, doing some sight seeing around the fish pond area.
3) From there, we will head towards Drive 3 and cut into Pasir Ris Park either via Downtown East side or through the carpark at Pasir Ris Green after the MRT.
4) Either way, we will cruise down Pasir Ris Park towards the Fisherman Village and playground, possibly stopping at Kampong Kopitiam for a few drinks and toilet break.
5) After that, we will head down Elias Road to Elias Mall where there is another bike shop, which is also sort of a pit stop should any member needs anything or any urgent repair.

7) From there, we will end the ride for the day.

Heartland Getaway feature
Dear brothers of CNCSG,
Moving Visuals has contacted me for the film shoot of one of the episodes of "Heartland Getaway Season 2 to be shown on Channel 5, Mediacorp. This programme features places or shops and activities that might be unique to that neighbourhood. It could also be about a well-known resident, or a group of residents who come together for a course. The premise which the show feature would be centred around what the heartlands offer that known for and out of the ordinary.
The particular episode will feature Pasir Ris and through my blog, they have managed to find out about me and CNCSG. They asked if we could do a ride at Pasir Ris and feature some of the areas in Pasir Ris, be it food, drinks, sights whatsoever.
The scheduled shoot is next Thursday 4th Oct 2007, 9am - 12noon at Pasir Ris. Understand that most of you guys are working so it might be hard for me to ask you to take half day leave or so. However, if you guys are free, please let me know so that I know how many can make it or whether we can ask for another date for the shoot. SMS me at 90274447 to confirm your attendance.
We will also need to provide an additional ride for the host Chua Enlai to join us in riding while hosting the show. Hence I would like to ask if Suf could provide either one of your bikes for him as you are staying the nearest to me.
I will draft out a route for Pasir Ris ASAP and hope you guys can come down to promote CNCSG. Will keep you guys updated on this once more details are in. For now, please get back to me ASAP regarding the attendance.

hey all,
been rackin me brain thinkin of a good ride this weekend. in view of alot of us workin early on monday, we'll be havin our ride tonite, saturday nite! this one's gonna be a lil diff, it'll be a midnight to dawn ride. here're the details.
meeting pt: east coast mac @ 12 midnite.
route: supper n fuelin up @ east coast park -> esplanade -> chjimes (pitstop) -> esplanade -> east coast park -> bedok jetty (pitstop) -> changi coastal -> changi village (pitstop) -> sunrise @ changi beach -> loyang -> simpang bedok (pitstop) -> park connectors -> east coast park.
as usual the route above is subject to change if our butts tear early, but i hope we can do changi as i hear the sunrise @ changi beach is rather spectacular. bring extra clothes if you wanna take a dip. it's gonna be one heckuva ride, so rest up today!
p.s. do let me know if i'm being a b*****d who plans butt-tearin, leg-crampin rides :D

As the Sunday ride is coming, we need to decide on a route! And we want your opinions. When n where?
Things to consider: Some are free in the day, some at nite only. Plus being the seventh month, our two routes of MacRitchie or Changi, which is "safer"? Let us know what u think, drop a holla in our chatbox!

Sunday Ride 5th August
Okays here's the lowdown. Things ain't so smooth and pretty in the club at the moment. But hell we're still riding strong, keeping things simple. And keeping true to the main reason why this club was set up in the first place: to ride our cool punk-ass choppers n cruisers, enjoyin the wind in our hair, and the rumble of tarmac beneath our phat tires.
Here's the details for the next ride:
Date: 5th August 2007
Time: 12 noon
Meeting Pt: the Padang!
Attire: CnCSg shirts or anything comfy. Remember to bring your helmets!
Ka-ching: bring at least $30 bucks for lunch and the steamboat dinner. Mike's treat is postponed to another date when all brudders are free :)
Route: Padang, Raffles Place, up Singapore River past Boat Quay, Clarke Quay where we'll stop at a coffeeshop for breakfast. Then onwards up the river til past Zouk where we'll have an Oxygen break and then head back down Singapore River. We'll chill @ Esplanade, and then off to Marina South via Shenton Way for STEAMBOAT!! :D

Regretfully yours
Dear all,
In light of two recent events that did not do very well, and inconvenienced my friends quite a lot, I will be stepping down as president of CnCSg with immediate effect.
Apologies to all for the miscommunications that cocked-up plans, for not urgently addressing some serious concerns that some of you had expressed to me, for assuming things I should have confirmed but didn't instead. I will not offer an excuse of a busy workload, alot of us are carrying that same burden, these cock-ups were completely my fault. My apologies go out especially to Rudy, who kindly afforded us his working place for the workshop, and to Alfie for footing the bill (I will pay 50% of this, hope those present at the talk can take up the rest). Apologies to all for today's event as well, I had assumed too much too early and should have rechecked and reconfirmed.
Hence the next meeting will be organised to elect the new president, and the other various posts. Mike will be organising it, I hope we all can cooperate and turn up so we can tie up loose ends together and move forward together.
My short term as president has been pretty darn wonderful at times (thanks to you guys n gals), so this is heart-breakingly painful. I wish the next president all the best and luck, and I hope he/she holds true to the cause of CnCSg, which is to be a community, a home, for all bicycle chopper/cruiser riders in Singapore, where we build bonds of friendship and fellowship through our rides together, no matter what background we come from, what chopper/cruiser we ride, what age or language or whatever.

Saturday 28th July 2007
1) Support XLX n his pimp Choppa Cruiser @ the Osim Triathlon @ East Coast Park, 1040am. Check out his ride, it's gonna be pimped with parts comin in when PimpGarage opens in Singapore.
2) Ride Hard Ride Smart: a talk on Road Safety and Convoy Riding. 3pm at Blooie's Roadhouse, Jln Tua Kong. Guest speaker is from Harley Owner's Group Singapore :) Riders attending include Maskrider, Towkay, Astroboi, Fatboy, Juice, Iceman.
3) After that talk there'll be a ride led by Astroboi to Cuscaden Road. Good time to practise the stuff learnt at the workshop ;)
Sunday 29th July 2007
1) Sunday ride @ East Coast Park. Meeting point is 330pm @ East Coast Park Lagoon Hawker Centre.
2) Celebration of our sista Lyne's Birthday that evening @ 7pm, same venue :)
3) Meeting @ Blooie's Roadhouse. 9pm sharp! This meeting is compulsory for all main members of CnCSg (or those who wanna be).
The agenda will include:
- Allocation of posts for Board of Directors. The tasks for each post will also be confirmed. Posts include that of President, Vice-President, Treasurer, Sergeant-At-Arms, Welfare Head, Planning Head, Publicity Head and PR Head (and others if needed).
- Drafting of constitution of the Club. We'll be discussing membership, rules & regulations, fund raising and other administrative details. What makes a chopper rider a member of CnCSg? Think about it guys!
- De-brief of the Road Safety Workshop. What happened, what went right, what went wrong, how did we benefit, how can we do better next time and also the status of our relationship with Harley Owners' Group Singapore.
- With the arrival of PimpGarage to the shores of Singapore, how can we as CnCSg form a mutual partnership with this kick-ass company to promote choppers and cruisers here? We'll discuss the implications and possibilities here. XLX, we hope you can join us and let us know what are PimpGarage's plans for Singapore!
